Sinopsis : Dua tentara yang ditempatkan di Kazahkstan (Kapten Duke Hauser dan rekannya "Ripcord") diperintahkan untuk mengangkut hulu ledak khusus yang dibuat oleh MARS, sebuah pabrik senjata yang dikendalikan oleh James McCullen. Ketika mereka diserang oleh pencuri (dipimpin oleh Anastasia DeCobray, dengan siapa Duke memiliki sejarah), mereka diselamatkan oleh rahasia, unit pasukan khusus internasional yang dikenal sebagai "G.I. Joe". Pemimpin G.I. Joe, Jenderal Abernathy (atau Hawk) ada di jalur pencuri: sebuah organisasi jahat bernama "Cobra".
